What is this project about?

The ECHO Youth Voice Forum is a core participation group, brought together to focus on tackling child and adolescent vaping across Tower Hamlets. It ensures that children and young people’s voices are at the centre of local action, campaigns and services.

The Forum provides a consistent space for young people to share their views, work alongside professionals, and influence decisions that affect their health and wellbeing. It runs as a year-long programme (October 2025 – October 2026) and is structured across three key phases, allowing young people to move from campaign design, to research and policy influence, through to shaping services and support.

Who can get involved?

  • Young people aged 12–18 (up to 25 with SEND) living or learning in Tower Hamlets
  • We actively encourage participation from seldom-heard groups, including those with care experience, SEND, those seeking sanctuary, young carers, and those not in education or training

What are young people doing? (Phased approach)

Phase 1: Campaign Co-Design (Oct – Dec 2025)

Young people co-designed a youth-led anti-vaping campaign, exploring vaping culture, reviewing existing campaigns, and developing their own campaign concepts. This phase culminated in young people presenting their ideas directly to commissioners and decision-makers.

Phase 2: Research & Policy Influence – STAR Project (Jan – ongoing)

As part of Phase 2, Forum members are contributing to the STAR vaping research project, working in partnership with a university research team to explore the upcoming vaping legislation and its impact on children and young people.

The Forum has been split into two distinct groups, allowing young people to engage with the research at different levels:

  • PPI Group (Patient & Public Involvement): This group works alongside researchers to shape how the study is designed and delivered. They have contributed to developing workshop activities, refining research questions, and ensuring the approach is relevant, accessible and meaningful for young people. Their role is to influence the structure, content and overall direction of the research.
  • Fieldwork Group (Research Participants): This group takes part in the research itself, engaging in workshops to explore topics such as vaping behaviours, the proposed vaping bill, and how policy translates into real-life experiences for young people. Their insights form a key part of the study’s evidence base.

Both groups have shown strong engagement, with young people openly sharing their views, experiences and perspectives. This dual approach ensures that young people are not only participants in research, but active contributors to how it is shaped, strengthening the quality and relevance of the findings.

Phase 3: Service Design (Next phase)

The Forum will begin co-designing vaping support services and interventions for children and young people in Tower Hamlets.

This includes exploring:

  • What support young people want
  • How services should be delivered and accessed
  • What makes services feel safe, relevant and youth-friendly
